A VA-backed loan is made by a private lender and guaranteed in part by the U.S. Department of Veterans Affairs. It can be used by eligible borrowers to purchase or refinance a primary residence. VA backing can provide important benefits, but it does not guarantee approval or remove normal credit, income, occupancy, appraisal, property, and lender requirements.
Eligibility depends on service history and duty status. Veterans, active-duty service members, certain National Guard and Reserve members, and some surviving spouses may qualify. A Certificate of Eligibility (COE) confirms benefit eligibility; it is not a loan approval. The lender must still review the borrower and property under current VA and lender standards.

Often, yes—but not in every situation. The required down payment can depend on available entitlement, the purchase price compared with the appraised value, and current VA and lender requirements. A VA appraisal is not a home inspection and does not guarantee the property condition or value.
VA loans can include customary closing costs. A seller or lender may be able to pay certain allowable costs, and seller concessions may be permitted within VA limits. The amount and treatment depend on the contract, loan structure, current VA guidance, and lender requirements. Most VA borrowers pay a one-time funding fee that supports the loan program. The amount depends on factors such as loan type, down payment, and whether the benefit has been used before. Some borrowers are exempt, including certain veterans receiving qualifying service-connected disability compensation and certain eligible surviving spouses. VA determines exemption status. When permitted, the funding fee may be financed into the loan; doing so increases the loan balance.
An Interest Rate Reduction Refinance Loan (IRRRL) is for an existing VA-backed home loan. It may help reduce the interest rate or payment, or move from an adjustable-rate loan to a fixed-rate loan. The refinance must meet current VA and lender requirements and provide the required borrower benefit. Appraisal, credit, income, documentation, and out-of-pocket requirements vary by lender and transaction, so none should be treated as universally waived.
Documents vary by loan and borrower. A lender may request a COE, identification and service information, income and employment records, asset statements, a purchase contract, insurance information, and property documents.
